Thank you for this report and these pictures. The eastern hemlock needles pictured aren't infested with hemlock woolly adelgid (HWA)—the white tuft in the picture looks to be a spider egg mass—not HWA. However, there may be elongate hemlock scale (EHS) on some of the needles. EHS were found in Epping in 2014, so you should continue to monitor your trees for infestation.
