Thank you for this report and these pictures. The eastern hemlock needles pictured aren't infested with hemlock woolly adelgid (HWA) or elongate hemlock scale (EHS)--two non-native invasives infesting hemlock. HWA and EHS were found in Epping in 2014, so you should continue to monitor your trees for infestation. You rightly identify the spittle bug sign--spittle--so congratulations on a good observation.
