I would definitely have to get closer to hemlock twigs than shown in the photos in order to rule out Adelges tsugae! It can be hard to positively ID HWA from 2 feet away when it is covered in wool, and when the crawlers first settle, 2 inches is the norm. Because they are extremely tolerant of shade, hemlocks, their hosts, can also hide in the understory, so you need to be in the forest to rule out HWA habitat. Never-the-less, it looks like it was a good day for a paddle, and for observations.
