Submerged aquatics are hard....
Definitely not cordgrass, but impossible to identify for sure just from your photo.
The photo makes this look like it was a submerged or partially submerged aquatic plant. Is that right?
A lot of aquatic plants look really similar, so I'll not even hazard a guess what you may have found based on the photo alone. There are probably half a dozen fairly common plants that look more or less like that, and dozens more if you start getting into the species that are less common.
